A successful candidate in this position will serve as Transportation Management Specialist (Secondary), responsible for performing transportation program advisory and support functions related to the transport of nuclear materials transportation, safe/secure transportation of stockpile weapons, weapons components, test devices.
Summary
This position is part of the NNSA - Office of Secure Transportation, Department of Energy. A successful candidate in this position will serve as Transportation Management Specialist (Secondary), responsible for performing transportation program advisory and support functions related to the transport of nuclear materials transportation, safe/secure transportation of stockpile weapons, weapons components, test devices.
As a Transportation Management Specialist, you will:
Represent OST in coordination meetings with integrated contractors, design laboratories, various NNSA divisions, DoD, and Defense Threat Reduction Agency management officials, which includes addressing such areas as packaging and shipping container issues affecting multiple programs.
Responsible for providing technically authoritative guidance and advice in implementing a major segment of a national transportation program within the OST for both individual operational missions and the interpretation and implementation of general transportation policy in direct support of the National Nuclear Security Administrations (NNSA) TSS.
Plan, coordinate and schedule resources and activities to ensure that effective utilization of all available assets (i.e., vehicles, aircraft, and personnel) are integrated into a single, cohesive and effective operational plan. Develops and directs the implementation of delivery schedules. Develops an itinerary and trip manifests for the movement of nuclear material.
Conduct analyses to determine critical issues, define procedural requirements, ensure maximum safety of hazardous cargo during transport, ensure information security controls over the release of classified materials, and establish load requirements, special operating instructions, nationwide transportation schedules, material compatibility, system configuration, special handling instructions, security issues, and Federal Agent user guidance.
Provide technically authoritative guidance and advice in implementing a major segment of a national transportation program within the OST for both individual operational missions and the interpretation and implementation of general transportation policy in direct support of the National Nuclear Security Administrations (NNSA) TSS.
Must be able to obtain/maintain a Q level Security Clearance.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal Service, i.e., NQ-02, NV-03, or GS-12. Specialized experience for this position is defined as experience demonstrating a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities.
This is a secondary position which must include experience as a Nuclear Materials Courier that demonstrates in-depth knowledge of Transportation Safeguards System (TSS).
