As a Government Information Specialist, you will:

  • Responsible for administrative processes or actions related to FOIA/PA requests. This includes researching, analyzing, and evaluating data for response requests.
  • Reviews, analyzes, and processes requests in accordance with Federal law, regulations, and policies. The requests may concern maintenance issues related to the confidentiality of personal information, proprietary information, law enforcement records, classified information, and operation security information.
  • Assigns requests to the appropriate office (or transfers them to the appropriate Agency) to search for responsive records.
  • Advises other Agency staff on FOIA/PA processes and the application to files and records.
  • Reviews and analyzes records for release determinations in accordance with FOIA/PA and applicable guidelines.
  • Responds verbally and in writing to personal, telephone and written inquiries for information and educational material from the public, as well as internal and external customers.

Qualifications

To qualify for the NQ-2:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent in responsibility and scope to the NQ-01 pay band or GS-07 level.

Qualifying specialized experience for this position includes: At least one year of researching, analyzing, and evaluating data for response requests; and/or assembling and reviewing proposed FOIA/PA packages for release.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e. Specialized experience for this position is defined as experience in performing professional legal staff work and counsel in complex areas of law and legal procedures pertaining to one or more of the following: litigation (federal court and administrative litigation), employee relations, employment law, federal worker's compensation law, governmental ethics, federal appropriations and/or national security issues.

Examples of Specialized Experience:

1. Researching data for responses to requests.
2. Analyzing and evaluating data for responses to requests.
3. Assembling and reviewing proposed FOIA/PA packages for release.
4. Overseeing and processing of FOIA request using a database for record keeping.


To qualify for the NQ-3:

Specialized experience for this position is defined as experience involving with knowledge of advanced FOIA/PA principles, concepts, regulations, and practices, analytical methods and techniques, and advanced consulting skills sufficient enough to solve a wide range of complex, interrelated FOIA/PA issues. Knowledge of and skill in applying FOIA/PA statutes governing public access to Agency records, and knowledge of Atomic Energy Act, relevant rules, EO's, guidelines, relevant and current case law affecting FOIA, PA or both programs. Skill and ability related database management and operations.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education

?????A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field directly related to analysis work (e.g. business administration with an emphasis in human resources, human resources management, or similar).

Minimum Qualifications:

Note regarding USA Hire Assessment: This is a pay-banded position that is equivalent to the GS- 09-12 for the NQ-2 level and equivalent to the GS-13/14 for the NQ-3 level. The Assessment administered will be GS-09 equivalent for the NQ-2 pay band and GS-13 for the NQ-3 pay band, therefore, test results that remain on record in the USA Staffing system will reflect the GS-09 and GS-13 level only.
