Help

As an IT Program Manager you will perform the following duties:

  • Project & Delivery Management: Lead planning and execution of multiple IT projects/program deliverables; manage scope, schedule, risks, and adherence to technical specifications using established project management methods.
  • Portfolio & Compliance Alignment: Apply technology portfolio concepts to support investment rationalization, performance measurement, and budget alignment while ensuring execution complies with FAR, FITARA, and FISMA requirements.
  • Automation & AI-Enabled Operations: Drive workflow automation and evaluate/transition AI/ML capabilities to improve operational efficiency, accuracy, and data-driven decision-making.
  • Quality, Strategic Data & Stakeholder Coordination: Ensure delivery quality through metrics and continuous improvement; coordinate standardized data calls to produce decision-ready inputs for reporting and mission outcomes; represent the Mission Integration Office with diverse stakeholders and clearly communicate technical information.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR EN-04

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. EN-03 or GS-13. Specialized experience for this position is defined as experience serving as a Subject Matter Expert with the authority and responsibility for overseeing the development and utilization of IT systems and operations; and/or experience managing all aspects of the project management lifecycle.

Examples of Qualified Experience:

1. Proven experience leading or supporting IT projects/programs-planning, execution, delivery, and performance monitoring-using established project management practices to deliver on schedule and meet technical requirements.
2. Experience developing and making recommendations to senior leadership on complex IT project plans and proposals, focused on improving operational efficiency and effectiveness and enabling timely resource provisioning.
3. Experience with workflow modernization and operational automation-identifying opportunities for automation and AI/ML (when applicable), supporting pilots, and measuring outcomes to drive continuous improvement.
