Summary

This position is part of the NNSA - Associate Administrator for Emergency Management (NNSA), Department of Energy (NA-40), Office of Emergency Operations (NA-44). A successful candidate in this position will serve as a Senior Watch Officer, leading efforts of a team working twelve (12)-hours rotating shifts to provide 24/7/365 operational coverage and emergency system and procedures analysis in support of the Watch Operations Division.

Duties

Help

As a Emergency Management Specialist, you will:

  • Provides on-the-spot leadership and guidance to the Watch Office Team in response to day-to day and emergency operations
  • Provides the highest quality customer service and support to DOE/NNSA senior leadership and stakeholders
  • Prepares timely alerts and notifications to senior leadership, program offices, and stakeholders
  • Supports functionality of DOE/NNSA alternate work locations through the effective and timely use of multiple communications and information technology systems
  • Ensures continual exchange of critically important emergency and emergency response information with the various Federal and select State and local Emergency Operations Centers
  • Maintains situational awareness of planned or unplanned events and incidents that may affect DOE/NNSA personnel, facilities, or equities
  • Conducts open-source research on threats and hazards potentially impacting DOE/NNSA equities
  • Monitors multiple information sources to collect, analyze, verify, prepare and disseminate information to diverse audiences

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: applying emergency management principles, theories, practices, and techniques, and interpreting and applying emergency management directives, regulations, policies, standards, and guidance in support of Emergency Operations (EOC) events.

Examples of Specialized Experience:

  1. Developing, assessing techniques, procedures and protocols for emergency planning and functions.
  2. Consulting management, analytical and technical experts on issues relative to emergency preparedness.
  3. Assisting in the performance of research and analysis on national security and emergency programs.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
