Duties

Help

As a Equal Employment Specialist, you will:

  • Work with the Informal (EEO) Complaints Program Manager (ICPM) to develop and implement standalone alternative dispute resolution and conflict management programs for use throughout the BPA in accordance with EEOC directives.
  • Develop, promote, and self-educate on a wide variety of innovative approaches to resolving disputes outside the formal grievance, complaint, and appeal processes.
  • Pro-actively work to prevent and resolve problems, listen to staff concerns, clarify procedures, discuss options and, when requested, act as an intermediary.
  • Serve as a subject matter expert in identifying the precursors to systemic problems and initiates preventive actions.
  • Provide consultation and technical assistance to executives, managers, administrators and all other staff ranging from interpersonal misunderstandings to workplace disputes, working conditions, discrimination or harassment, and program issues.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized Experience for this position is defined as: 1) Advising on the informal and formal Equal Employment Opportunity (EEO) and/or Civil Rights Program complaint processes; and 2) Performing a full range of complaint processing services (i.e., intake, counseling, analysis, reviewing reports of investigation, interviews) and developing written complaint reports in accordance with prescribed guidelines; and 3) Providing Alternative Dispute Resolution (ADR) services for workplace and program disputes.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
