This position is located in the Civil Rights Division's (Division) Educational Opportunities Section (Section). The position supports the Section's investigations and enforcement through the analysis of data that is used to determine whether jurisdictions, including states, counties, cities, towns, and school districts, are in compliance with the Civil Rights Act, the Equal Educational Opportunities Act, the Americans with Disabilities Act, and other statutes that the Section enforces.

The incumbent will serve as a Civil Rights Analyst. Duties include, but are not limited to:

  • Provide support to Section managers, attorneys, and staff in developing projects including investigations, litigation, compliance monitoring, policy, correspondence, or document management.
  • Prepare memoranda, correspondence, data analysis, or other documents for attorneys concerning relevant subject matter.
  • Compile, review, and analyze qualitative and quantitative data to support the Section's policy, statutory, and regulatory interpretations, investigations, litigation, and community outreach.
  • Provide guidance on statutes to support officials, covered entities, or members of the public.
  • Review and analyze school-produced reports, other documents, data, and information making annotations for possible non-compliance or other issues for review by senior staff.

Specialized Experience Requirements

Specialized experience for the GS-13: is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

  • Conducting statistical analyses of student information; AND
  • Conducting analyses of statistical information to determine whether there are disparities between groups based on race, national origin (including language), religion, sex, or disability; AND
  • Coordinating with attorneys to incorporate considerations of qualitative and quantitative data into strategic decision-making, such as case or investigation strategies or settlement agreement monitoring.

Specialized experience for the GS-12: is defined as one year of experience at the GS-11 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
  • Conducting statistical analyses of student information; AND
  • Conducting analyses of statistical information to determine whether there are disparities between groups based on race, national origin (including language), religion, sex, or disability.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): A Subject-Matter-Expert (SME) will evaluate your qualifications on the basis of your level of knowledge, skills, and abilities in the following areas. Please do not submit a separate written response.

For the GS-13:
  • Demonstrated ability to analyze and evaluate education-related data using qualitative and quantitative methods.
  • Demonstrated ability to advise managers and case teams on interpretations or analyses of data.
  • Demonstrated ability to identify and use public sources of information in support of investigations or other enforcement work.
  • Demonstrated ability to train attorneys and staff on qualitative and quantitative analysis methods and techniques.
For the GS-12:
  • Demonstrated ability to analyze and evaluate education-related data using qualitative and quantitative methods.
  • Demonstrated ability to advise managers and case teams on interpretations or analyses of data.
  • Demonstrated ability to identify and use public sources of information in support of investigations or other enforcement work.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50.

Residency Requirement: The Residency Requirements ensure an adequate background investigation can be completed. In addition to the application and application questionnaire, this position requires successful completion of one or more additional assessments, including a subject matter expert (SME) resume review. These assessments measure the critical competencies listed below that are required to successfully perform the job.
