The Civil Rights Division is seeking a Human Resources Specialists to provide services in Recruitment and Classification related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent will:
Provide guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with recruitment and position classification. Cultivate and maintain consultative relationship with these individuals to develop strategies and interventions.
Coordinate recruitment efforts and advise managers of alternate hiring methods to ensure staffing goals are met. Provide information and recommendations on competitive and excepted service appointing authorities, use of career ladders, compensation, merit promotion, and delegated examining procedures.
Conduct job analyses and develop appropriate assessment tools to identify the best qualified candidates for positions advertised.
Create vacancy announcements utilizing USA Staffing, a web-based hiring management system. This will include:
building vacancy announcements,
creating and editing templates,
and modifying vacancy position information.
Develop assessment questionnaires, build new and edit existing questions and assign appropriate weights to questions developed based on grade and series.
Utilize the automated system to track items, email applicants, and close-out case files in accordance with merit staffing and delegated examining procedures. Prior to posting vacancy announcement, consult with hiring officials to discuss any special hiring authorities which may be utilized to fill desired position.
Make qualifications determinations and upon completion, rate and rank applicants for referral to the selecting official.
Ensure the technical accuracy and adequacy of all personnel action requests affecting new hires and employee changes within assigned organizations, including reviewing actions to determine nature of action and applicable regulations/procedures involved.
Prepare and review positions and/or job descriptions, conduct desk audits, write reports of findings, and prepare evaluations as required.
Provide advice and guidance to management on the position evaluation and classification process, including developing position descriptions and communicating grade distinctions.
Conduct position management reviews, including completion of desk audits, preparing reports of findings and providing recommendations to management.

To update your application, including supporting documentation, at any time during the announcement open period, return to your USAJOBS account (https://usajobs.gov). There you will find a record of your application, the application status, and an option to Edit my application. This option will no longer be available once the announcement has closed.

Next steps
Based on your application and your responses to the application questionnaire, you may be presented with instructions on how to access the USA Hire system to complete the online assessments. The online assessments must be completed within 48 hours following the close of this announcement. You will have the opportunity to request a testing accommodation for the assessment should you have a disability covered under the Rehabilitation Act of 1973 as amended.
Your assessment results will be kept on record for one year and used toward future positions for which you might apply that require the same assessments.
To be considered for the position, you must meet all qualifications, including meeting or exceeding the cut score on the required assessments.
You will receive e-mail notifications as your application status is updated by DOJ.
