Duties

Help

As a Occupational Safety and Health Manager, you will:

  • Provides expert technical guidance. Mastery level professional knowledge and skill in application of occupational, safety, and health principles, concepts, theories, and practices. Level of expertise and competence must be sufficient to enable the incumbent to effectively to provide expert advice to agency and contract personnel on novel and obscure problems.
  • Conducts in-depth investigations of occupational health complaints and hazards. This includes monitoring of the work environment, evaluation of health effects, determination of need, and recommendations for amelioration.
  • Provides technical and policy guidance, direction, and interpretation. Develops methodology to ensure the contractor has identified chemical, physical, mechanical and biological agents that pose a threat to personnel and the occupational environment.
  • Maintain communication with stakeholders. Communicate effectively and negotiate persuasively to promote, defend or achieve acceptance of procedures or policies, ensure programmatic stability, brief high-level managers and a variety of audiences, identify management, programmatic and organizational issues and resolve problem areas/issues.

  • This position requires the incumbent to have or attain Technical Qualification Program (TQP) certification in Occupational Safety. As a TQP covered position, this position is responsible for performing technical functions that are critical to NNSA's success in accomplishment of its national defense, science, and technology, and environmental, safety and health management missions, with impact on defense nuclear facility safety. This position demands the highest degree of public trust and requires the incumbent to have a "Q" clearance.

Qualifications

Basic Requirement: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below.

Specialized Experience Statement:
Qualifying experience - a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the federal service, i.e., EN-03, NN-03, NQ-02 or GS-12. This experience may have been gained in either the public or private sectors. Specialized experience for this position is defined as:

  • Experience applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; and
  • Experience planning coordinating, and conducting worker safety and health audits or assessments; and
  • Experience writing audit or assessment reports; and/or Experience presenting or briefing in a clear, concise, and logical manner on worker safety and health performance.
