Responsible for ensuring that the Regions' construction, operation, and maintenance activities are completed in compliance with applicable cultural resource related laws and regulations in an appropriate and timely manner. Conducts cultural resource background research, surveys, and monitoring, as necessary, to identify cultural resources potentially impacted by the Regions' construction, operation, and maintenance activities and documents the results in the appropriate format. Works closely with internal (e.g. the respective Regions' construction, maintenance, and environment department personnel) and external stakeholders (e.g. State Historic Preservation Officers; Advisory Council on Historic Preservation; tribes; Federal, state, and private landowners; and other consulting parties) to ensure the success of WAPA's cultural resource management program. Serves as a Contracting Officer's Representative (COR) for archeological and environmental planning contract activities. Identifies the need for and coordinates contract support to accomplish cultural resource compliance for the Regions' construction, operation, and maintenance activities. Prepares statements of work (SOWs) and independent government estimates (IGEs) for cultural resource services to be conducted by contractors for the Government. Reviews contractor deliverables and monitors contractor performance.
