The incumbent will supervise the execution of the full range of staffing, recruitment and classification services (e.g., merit promotion, delegated examining, direct hires, and special employment programs) for the Center for Tobacco Products (CTP) Branch.
Develop positive management-oriented services; participate with key staff and operating officials in developing plans for long and short term staffing requirements; and ensure full utilization of automated staffing methods.
Advise managers regarding regulatory requirements of a variety of recruitment/placement and classification actions ranging from routine to uncommon and assures compliance of all actions processed by the Branch.
Manage the full range of supervisory duties to include balancing workloads, approving leave, assigning work, conducting performance evaluations, assessing training needs, etc.
Advise supervisors and managers in the application of administrative flexibilities such as recruitment, relocation, and retention incentives, excepted service appointments, compensation alternatives, etc.
Ensure customers are achieving their diversity goals in their organizations by recommending appropriate recruitment sources and methods, areas of consideration, and other options.

Qualifications
The position of Supervisory HR Specialist falls under the 0201 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/23/2019. Applicants must also have at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service.
SPECIALIZED EXPERIENCE:
Qualifying experience for this position must demonstrate the following:
Leading and/or managing the full range of staffing, recruitment, and classification services for an organization; ensuring compliance with regulatory laws, policies and procedures. AND
Providing authoritative consultation and advisory services on federal human resources policies and procedures to various audiences to include supervisors, employees, and/or executives in the areas of classification, staffing and placement, pay administration, and position management. AND
Providing staffing and recruitment operational services to a variety of difficult and unprecedented work assignments and activities that are comprised of Title 5, Title 38 and/or Title 42.
