Duties

Help

As an Information Technology (Cybersecurity Specialist), you will:

  • Serve as an NNSA expert in cyber security. The incumbent provides technical advice and expertise relating to cyber security of operational technologies relating to nuclear weapons systems to stakeholders.
  • Oversees, and analyzes the M&O Contractor's cyber and technical security program activities for compliance with established requirements.
  • Conducts formal cyber and technical security assessments and provides periodic Cost Plus Award Fee (CPAF) evaluations.
  • Oversees, coordinates and reviews M&O Contractor's budget submissions and execution validating manpower, equipment, and facilities justifications.
  • Provides leadership, support, and/or technical advice in enterprise architecture to develop and implement new and emerging technologies (an enterprise technology roadmap); and plans and oversees the implementation of contractual requirements and coordinates with specialists in other functional areas and/or organizations to resolve connectivity, compatibility, reliability, security, and related issues.
  • Participates and leads meetings with local, NNSA, and DOE-wide participants to discuss technically challenging issues, monitor status, evaluate completion, assess, document, accept, and reject work, notify contractors of deficiencies and review/accept remedies and rework.
  • Provides technical and policy guidance, direction and interpretation.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience Statement:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NQ-03 or GS-14. Specialized experience for this position is defined as experience conducting at least 3 of the following information technology activities:

1. Providing leadership, support, and/or technical advice in enterprise architecture to develop and implement new and emerging technologies (an enterprise technology roadmap) and plans.
2. Evaluating and testing contractor programs to identify vulnerabilities from credible threat information and to implement protection strategies designed to mitigate threats.
3. Knowledge of the concepts, principles, laws, and regulations governing cyber security, leads and conducts comprehensive reviews and evaluations of cyber security programs to assess performance and ensure compliance with laws, regulations, policies, standards, and/or procedures.
4. Conducting formal cyber and technical security assessments and provides periodic Cost Plus Award Fee (CPAF) evaluations.
