In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. Duties

The Civil Rights Division is seeking a Human Resources Specialists to provide services in Recruitment and Classification related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent will:

  • Provide guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with recruitment and position classification. Cultivate and maintain consultative relationship with these individuals to develop strategies and interventions.
  • Coordinate recruitment efforts and advise managers of alternate hiring methods to ensure staffing goals are met. Provide information and recommendations on competitive and excepted service appointing authorities, use of career ladders, compensation, merit promotion, and delegated examining procedures.
  • Conduct job analyses and develop appropriate assessment tools to identify the best qualified candidates for positions advertised.
  • Create vacancy announcements utilizing USA Staffing, a web-based hiring management system. This will include:
    • building vacancy announcements,
    • creating and editing templates,
    • and modifying vacancy position information.
  • Develop assessment questionnaires, build new and edit existing questions and assign appropriate weights to questions developed based on grade and series.
  • Utilize the automated system to track items, email applicants, and close-out case files in accordance with merit staffing and delegated examining procedures. Prior to posting vacancy announcement, consult with hiring officials to discuss any special hiring authorities which may be utilized to fill desired position.
  • Make qualifications determinations and upon completion, rate and rank applicants for referral to the selecting official.
  • Ensure the technical accuracy and adequacy of all personnel action requests affecting new hires and employee changes within assigned organizations, including reviewing actions to determine nature of action and applicable regulations/procedures involved.
  • Prepare and review positions and/or job descriptions, conduct desk audits, write reports of findings, and prepare evaluations as required.
  • Provide advice and guidance to management on the position evaluation and classification process, including developing position descriptions and communicating grade distinctions.
  • Conduct position management reviews, including completion of desk audits, preparing reports of findings and providing recommendations to management.
  • Performs other duties, as assigned.

Specialized Experience Requirements

To qualify at the GS-12 grade level, you must have 12 months (one full year) of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. Examples of specialized experience include: providing human resources advisory services to employees and managers regarding staffing and recruitment; preparing vacancy announcements; conducting job analysis and developing assessment questionnaires; determining eligibility and qualifications of applicants; coding or reviewing the full range of personnel actions; responding to HR-related inquiries from customers; utilizing automated staffing systems such as USA Staffing, Monster, QuickHire, Avue, LinkedIn, Indeed, or other similar systems; analyzing and interpreting human resources regulations and policies to provide guidance in the areas of staffing and recruitment.

To qualify at the GS-13 grade level, you must have 12 months (one full year) of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Examples of specialized experience include: serving as a subject matter expert interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services in recruitment and placement strategies; preparing vacancy announcements, conducting job analysis and developing assessment questionnaires; determining eligibility and qualifications of applicants; serving as a quality reviewer in coding and processing the full range of personnel actions; responding to complex HR-related inquiries from customers; utilizing automated staffing systems such as USA Staffing, Monster, QuickHire, Avue, LinkedIn, Indeed, or other similar systems; analyzing and interpreting human resources regulations and policies to provide technical guidance in the areas of staffing and recruitment.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50.
