As a Human Resources Specialist, you will be responsible for developmental and progressively assignments involving Human Resources accountability, employee and leadership development, workforce analysis, organizational effectiveness, and process improvement.

Duties

Help

The duties and responsibilities for a GS-11/12 Human Resources Specialist (Accountability & Development) generally include, but are not limited to, the following:

GS-11:

  • Assists in conducting reviews of Human Resources programs and activities to evaluate compliance with applicable laws, regulations, policies, and procedures.
  • Reviews personnel actions, staffing files, awards actions, performance management documentation, and other Human Resources records for completeness and accuracy.
  • Maintains documentation supporting accountability reviews and corrective actions.
  • Assists in identifying trends, issues, and opportunities for process improvement.
  • Supports projects involving workforce trends, organizational performance, employee engagement, and process improvement.
  • Collects and analyzes data related to Human Resources program performance.
  • Assists in coordinating orientation programs, mentoring initiatives, leadership development activities, and employee training opportunities.
GS-12:
  • Supports the development and delivery of training and developmental programs for Human Resources professionals, supervisors, managers, and employees throughout the Division.
  • Assists in developing and maintaining standardized staffing processes, operating procedures, workflows, desk guides, and quality control measures supporting recruitment, classification, pay administration, performance management, and other Human Resources functions.
  • Develops reports, recommendations, and corrective action plans designed to strengthen compliance, accountability, and service delivery.
  • Conducts audits and quality assurance reviews of staffing case files, personnel actions, delegated examining activities, performance management programs, incentive actions, awards, and related Human Resources programs.
  • Assists in developing training curricula, competency models, learning materials, and developmental resources covering Human Resources policies, procedures, and best practices.
  • Conducts studies and analyses involving workforce trends, organizational performance, employee engagement, succession planning, and workforce capability.
  • Coordinates classroom training, virtual learning activities, mentoring programs, structured on-the-job training, and other developmental opportunities.
  • Assists in developing orientation programs, professional development curricula, leadership training, mentoring initiatives, and career development resources for attorneys, paralegals, supervisors, and other Division employees.

Qualifications

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

To qualify for the position of Human Resources Specialist ( Accountability and Development), at GS-0201-11/12 you must meet the basic qualification requirements listed below.

To qualify for the GS-11 Human Resources Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-09 level in the federal service performing such duties as: collecting and organizing data used in accountability reviews and preparing summaries of findings for management consideration; assisting in preparing training materials, instructional resources and coordinating classroom and virtual training activities; maintaining documentation supporting accountability reviews and corrective actions; providing logistical and administrative support for development initiatives and assisting in preparing reports, charts, spreadsheets, and briefing materials.

OR

Education: a LL.M, a Ph.D., or equivalent doctoral degree in a related field OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position;

OR

Combination of Education and Experience: combination of education and experience that may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 54. Add the two percentages.

To qualify for the GS-12 Human Resources Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-11 level in the federal service performing such duties as: serving as a senior specialist responsible for evaluating Human Resources programs and supporting accountability, quality assurance, and process improvement initiatives; developing training materials, presentations, and instructional resources; assisting in developing performance measures and accountability metrics; delivering classroom and virtual training sessions; developing reports, recommendations, and corrective action plans designed to strengthen compliance, accountability, and service delivery.
