As a Supervisory Budget Analyst, you will:

  • Serve as the Supervisory Budget Analyst and senior financial advisor to the Naval Reactors Laboratory Field Office (NRLFO) Manager, Naval Reactors Laboratory Field Office Chief Financial Officer, and Naval Reactors (NR) Director.
  • Responsible for ensuring the financial integrity, strategic planning, formulation, justification, execution, and reporting of multi-year, large-scale appropriations supporting the Naval Nuclear Propulsion Program (NNPP).
  • Ensure compliance with federal appropriations law, the Anti-Deficiency Act, Chief Financial Officer (CFO) Act requirements, Office of Management and Budget (OMB) guidance, and Department of Energy (DOE)/National Nuclear Security Administrative (NNSA) directives.
  • Develop and implement financial policies, internal controls, audit readiness strategies, and financial reporting processes affecting Department of Energy, Department of Navy, and foreign partner organizations, and provides executive-level financial analysis and advice to senior Department of Energy, National Nuclear Security Administrative, Department of Navy, Office of Management and Budget, and Congressional stakeholders.
  • Exercise full supervisory authority over the Naval Reactors Laboratory Field Office Finance Division - Budget and Performance branch, providing leadership, direction, and oversight of budget, accounting, financial assistance, payroll, internal controls, and policy functions.
  • Ensure effective stewardship of resources within the unique dual-department structure of the U.S. Department of Energy and the Department of the Navy.

  • A one year probationary period may be required. Employees serving on probationary period may be terminated at any time during the probationary for performance, conduct, or business-related reasons in the interest of Federal service.
  • Probationary periods are required for new employees appointed to competitive service positions for the first time.
  • Reinstated employees who returned to Federal service after a break in service of 30-days or more and who have not completed a probation will be required to complete a new probationary period.
  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-03 or GS-14 in the Federal service.

Specialized experience for this position is defined as meeting ALL of the following:
  • Directing or leading comprehensive budget programs for large, complex, multi-year federal budgets involving multiple appropriations and funding streams;
  • Developing and implementing financial policies and internal control systems in compliance with federal statutes, Office of Management and Budget guidance, and Chief Financial Officer Act requirements;
  • Managing financial oversight of large contracts, major construction projects, or research and development programs;
  • Providing authoritative budgetary advice to agency leadership; and
  • Supervising professional financial staff and exercising full supervisory authorities.
