Duties

Help

As a Budget Analyst, NQ-0560-02, you will:

  • Be responsible for various activities associated with the NRLFO operating budget, federal and/or nonfederal reimbursable work and work for other programs.
  • Be responsible for effective planning, reporting and execution of NRLFO allotments and allocations as well as funds distribution activities, including engagement with key stakeholders.
  • Be responsible for providing oversight and analysis of the Prime Contractor's financial operations including executing oversight of the Prime Contractor's budget execution and submittals, including investment projects, and other financial functions by performing formal written reviews and assessments, identifying deficiencies, and recommending corrective actions.
  • Perform oversight of Prime Contractor planning and implementation of business systems.
  • Provide timely and accurate guidance to contractor in areas of responsibility to include formal written correspondence to contractor proposals/recommendations, and monitors contractor performance to ensure recommendations are implemented.
  • Be responsible for effective execution of other NRLFO financial and financial reporting functions including budget formulation and execution, cost reporting, internal control programs and testing related to the requirements of Federal Manager's Financial Integrity Act (FMFIA) and OMB Circular A-123 and process improvements.
As a Budget Analyst, NQ-0560-03, you will:
  • Serve as a Senior Budget Analyst in the Budget and Performance branch of the Finance Division of the Naval Reactors Laboratory Field Office (NRLFO) and accomplishes a range of complex, expert assignments including financial analysis, planning, programming, budgeting, and execution of Naval Reactors resources, contract oversight, auditing, and advising management.
  • Serve a recognized authority for the full range of budget activities under the assigned allotment including: execution, analyses, validation and reporting of program objectives, operations, and related financial resource requirements and activities for Naval Reactors Laboratory Field Office and its Management & Operating (M&O) Contractor, site offices, Headquarters (HQ) programs and other Federal and non-Federal agencies, complicated by number and diversity of customers, programs, and systems; sensitivity of programs; variety of funding types allocated to numerous activities; uncertainty and difficulty determining the amount, sequence, and timing of budget actions.
  • Develop, research, interpret, and apply broad policy guidance, provide expert advice and formulates viable solutions and recommendations for senior program, project, field site and M&Os concerning the applicability, impact and application of the full range of budget activities, policies, and other applicable laws and regulations for decision making purposes.

SPECIALIZED EXPERIENCE REQUIREMENTS:

For the NQ-02,
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the GS-07 level or equivalent in the Federal service, which demonstrates experience in applying budgetary and financial rules, regulations, procedures, in order to collect and process budget data to assist in budget formulation, to prepare a variety of budget reports, the ability to analyze those reports, and draw sound conclusions.

OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full academic years of progressively higher-level graduate education or a master's or equivalent graduate degree or LL.B. or J.D.

OR,

Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience).

SPECIALIZED EXPERIENCE REQUIREMENTS:

For the NQ-03,
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the GS-12 level or equivalent in the Federal service, in applying budgetary and financial rules, regulations, and procedures in order to review contractor's activities; review, analyze, and document complex budget formulation and data in order to make recommendations for improvement and include demonstrated ability to coordinate budget formulation to effectively resolve complex questions and issues.

Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration.
