Duties

Help

  • Serves as Western Area Power Administration's (WAPA) Accounting Officer, Comptroller, and Vice President of Finance & Accounting,
  • Serves as the Subject Matter Expert (SME) advisor in finance and accounting matters for the CFO, WAPA's Senior Leadership, and principal accounting and financial reporting liaison to the General Accounting Office (GAO), Office of Management & Budget (OMB), U.S. Treasury and other regulatory and legislative entities in matters related to WAPA's finance and accounting.
  • Accountable for the preparation of WAPA's financial statements and Annual Report; completing monthly Treasury Fund Balance reconciliation, producing other official financial reports, and managing the intragovernmental accounting function including balances and administering payments associated with the GInvoicing and IPAC processes.
  • Accountable for account reconciliations, maintaining WAPA's official accounting records for all funds (i.e., appropriations, federal and non-federal reimbursables, revolving, alternative financing, and receipts); preparation of trial balances and fluctuation analyses, research and resolution of variances; preparation of all financial statements and supporting reports to the U.S. Treasury.
  • Responsible for compliance with applicable GAO, OMB, and Treasury circulars, regulations, and requirements. Directs the review and preparation of proposed legislation and other proposals affecting financial and accounting policy, including regulations (proposed and final), central control agency circulars, bulletins, and regulatory modifications. Ensures proper accounting policies and procedures are established and implemented WAPA-wide.
  • Directs, plans, organizes, controls, budgets, recruits, staffs, assigns and balances work, and evaluates performance, ensuring efficient/effective operations to execute program oversight to meet goals and objectives carried out by twenty-five (25) employees and some contractors depending on the projects being managed.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE:

Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.

To qualify for the GS15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14] in the Federal service. Specialized experience for this position is defined as having ALL of the following:

  • Preparation of audited financial statements; AND
  • Accountability for account reconciliations and maintaining official accounting records.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

PHYSICAL DEMANDS: The work is principally sedentary. Some work may require walking in factories, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items, or drive a motor vehicle. No special physical effort or ability is required to do the work.

WORK ENVIRONMENT: Works in an adequately lighted, heated, and ventilated office setting. Some employees may occasionally be exposed to uncomfortable conditions in such places as factories, construction yards, and supply yards.
