Duties

Help

As a Natural Resources Specialist (Environmental Services Manager), some of your duties will include but are not limited to:

  • Serve as a subject matter expert (SME) and principal advisor to CRSP's Regional Manager on all water resources management, planning, and environmental related programs and projects;
  • Manage, lead, plan, develop, and administer environmental planning program activities required by legislation and policy;
  • Provide support to WAPA Headquarters (HQ) and Regional Offices in the accomplishment of these requirements;
  • Coordinate with utilities and businesses, local, State, and other Federal agencies, Tribes, and stakeholders in support of these activities;
  • Carry out or facilitate research, analysis, and plan development for biological, water, conservation, compliance, and other physical resource programs and supervise and direct the work of the environmental staff.
  • Hydropower modeling;
  • Apply the Endangered Species Act to daily tasks.

Qualifications

QUALIFICATIONS: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENT:
Applicants must meet the basic requirement described below.

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
  1. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the Basic Requirement above, applicants must also meet the specialized experience listed below.

SPECIALIZED EXPERIENCE:

Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as having ALL of the following:

  • Applying required legislation and policies to environmental projects; AND
  • Applying water resources management as it pertains to hydropower and hydropower modeling.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

PHYSICAL DEMANDS: The work is primarily sedentary. However, some field work may be necessary including site visits to remote locations with extreme weather. Some hiking, walking, standing, and carrying light to moderately light items. Driving or traveling by motor vehicle is also necessary for travel.

WORK ENVIRONMENT: Work is performed in an office setting.
