As an IT Specialist (SysAnalysis/Appsw), you will:

  • Serves as an IT business analyst working with business partners and customers to develop requirements and business processes for software applications.
  • Serves as a project manager in leading multiple, simultaneous, multifunctional IT projects.
  • Installs and maintains software and hardware, controls current versions and future releases of applications software, and documents the physical configuration of the assigned information system.
  • Provide day to day support of applications including troubleshooting user problems/questions and analyzing and resolving data issues.

  • This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Driver's certificate and have a valid state driver's license. Defense Driver's Training will be completed upon employment.

Qualifications

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement AND specialized experience or education for the respective grade level in which you are applying:

Basic Requirement:
You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

1) Serving as system analyst for configuring, installing and/or maintaining commercial off the shelf (COTS) applications and servers;
2) Gathering user requirements, analyzing current systems, and/or reviewing new technologies;
3) Participating in the planning or delivery of a full range of technical support services to the organization (i.e. troubleshooting applications, databases, software and/or hardware).

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Under this arrangement, the employee is not required to report to a WAPA Office Worksite every pay period but will be required to do so with some regularity.
  • If selected, you may be required to complete a one-year supervisory probation period.
