As a Industrial Property Management Specialist, you will:

  • Monitor contracts to assure adequate control and care of government property, property accountability, and appropriate utilization of
    government furnished property.
  • Conduct property system surveys as required by the FAR.
  • Audit the contractor's development of adequate procedures for accounting, protecting, maintaining, utilizing, and storing of
    Government property in accordance with the terms of the contract and applicable regulations.
  • Serve as the technical expert, with responsibility for the total management, direction, coordination, and implementation of property policies, procedures, and regulations involving the acquisition, utilization, control, and maintenance of property with an estimated dollar value in the billions.
  • Review government assets in ascertaining the time frames within which certain equipment would be available.
  • Perform oversight of contractor equipment loan activities of government equipment.
  • Oversee loans of contractor-used property to other federal agencies and to others obtaining necessary approvals and authorizing contractors to release property.

Qualifications

BASIC REQUIREMENTS: You must meet the Basic Requirement described in the "Education Requirements" section under this Qualifications section. In addition to meeting the Basic Requirement, you must meet the following:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level.

For the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following:

1. Applies Federal, State, and local laws, regulations and of procedures applicable to asset and property management. AND
2. Performs administration of a personal property management program which provides for effective management of personal property in the custody of multiple contractors and subcontractors. AND
3. Evaluates reports, regulations, and other relevant material sufficient to develop, recommend, and implement policies and procedures on the acquisition or disposition of property assets.

For the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting ALL of the following:

1. Evaluates reports, regulations, and other relevant material sufficient to recommend changes to procedures on the acquisition or disposition of property assets. AND
2. Assists in the administrative functions and contractor oversight involving property management by multiple contractors and subcontractors. AND
3. Participates in evaluating the effectiveness of the contractor's procedures, for effecting property disposal actions of an unusual nature; and to monitor the contractor's disposition of excess or surplus property.

The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) The Individual Occupational Requirement for this position is: Industrial Property Management Series 1103 (opm.gov)

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.

Education

BASIC REQUIREMENT: You must meet the following:

Undergraduate and Graduate Education degree with Major field of study - business administration, accounting, law, marketing, statistics,
production management, industrial management, or other fields related to the Industrial property Management position. (transcripts must be provided.)

OR

Specialized Experience (for positions above GS-5): Experience that demonstrated:

  • Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property;
  • Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property;
  • Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property;
  • Knowledge of Government sales policies, regulations, and methods; and
  • Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.
