Summary

This position reports to the Office of the Secretary and serves as an Associate Ombudsman for all Department of Energy (DOE) employees, world-wide. When faced with workplace challenges, the Ombudsman provides confidential, independent, and neutral support to individuals and groups seeking a path forward. Support is provided by helping to identify root cause(s) of workplace challenges; brainstorming options and assessing pros and cons; and helping to develop and implement plans of action.

Duties

Help

The duties are described at the full performance level GS-15. As an Associate Ombudsman, you will:

  • Serve as a confidential, neutral, independent, and informal resource for preventing, addressing and resolving conflict.
  • Coordinate and oversee consultation sessions/discussions structured to resolve and avoid complex and high-level workplace conflicts and issues bought to his/her attention.
  • Seek the resolution of problems and differences between employees, supervisors, and other Departmental officials (career and political) and programs to facilitate effective problem resolution and prevention - in a non-advocacy role.
  • Advise and make recommendations to the Secretary, Deputy Secretary, Chief of Staff, other senior leaders, and management of all levels to implement processes and procedures designed to assure a systematic approach for dealing with problems and issues affecting employees and the interests of the Agency.
  • Develop and deliver custom designed training to provide the DOE workforce with knowledge and ability to identify and resolve workplace challenges quickly and enhance collaboration, teamwork, and communication.
  • Track, monitor, and identify trends and systemic issues; develop approaches to understanding causes; and make recommendations for improvements to senior leaders.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS:14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level. Specialized experience for this position is defined as:

  1. As a neutral third party, implementing dispute resolution tools and techniques such as mediation, facilitation, conflict coaching, and providing options of resolution to involved parties; AND
  2. Delivering training in the areas of collaborative and informal conflict resolution (e.g., collaboration, communication, etc.); AND
  3. As a neutral third party, collaborating with staff, supervisors/managers, and other supporting resource programs to informally resolve complex and sensitive workplace conflicts using the principles, practices, and procedures of the Ombuds profession.
