Duties

Help

As a Program Manager, you will:

  • Provide executive oversight in the development and execution of the SC Program Direction budget (more than $200 million), which covers Federal employees' salary, benefits, travel and other personnel and logistics requirements and actions.
  • Develop organization policies related to resource, administrative and program direction operations, and management in analyzing effectiveness.
  • Advise senior management officials regarding complex human capital and management issues in leading SC's overall efforts to conduct workforce analysis to determine optimal workforce necessary to carry out the SC program requirements.
  • Provide leadership, mentoring and career development opportunities in evaluating employee performance with awarding employees, and resolving conflicts with disciplinary actions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-14, in the Federal service. Specialized experience for this position is defined as meeting 3 of TOTAL 4 of the following:

  1. Managing program direction budget including employees' salaries, benefits, travel, training, and awards;
  2. Overseeing and advising on workforce planning in providing guidance on policies and procedures pertaining to workforce management procedures, including Federal employee recruitment;
  3. Performing a variety of functions such as identifying training opportunities, interviewing, assigning work, and/or evaluating performance;
  4. Developing and coordinating policy and procedures for programs and providing advice to senior leaders on actions that align with mission requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
