Duties

  • Perform supervisory duties and responsibilities.
  • Review team, program and project manager's cloud (e.g. AWS, Azure, etc.) and on-premise work plans, budgets, capital planning, status reports and contract/acquisition packages (e.g. COR).
  • Oversee shared and enterprise data and dbase management (e.g. Oracle, MongoDB, NoSQL), single sign on and middleware, app dev tools, manage DevSecOps, SaaS/PaaS (e.g. API platform, data platforms) application performance monitoring and testing tools.
  • Oversee agency shared and enterprise cloud and on-premise business intelligence data visualization, data modeling and data management, content management platform housing 100M plus records and documents.
  • Provide technology advice and assistance to the Director, Div. of Application Services and other key leadership, management and program officials of ODT as well as to FDA Offices and Centers regarding policies, procedures, and IT strategic guidance.
  • Represent stakeholders at Information Technology meetings and conferences, develop and conduct Information Technology (IT) seminars and other training programs.

Qualifications

The position of Supervisory Information Technology Specialist falls under the 2210 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 08/17/2023.


Basic Qualification Requirements:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. - AND -
Minimum Qualification Requirements:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

You must have one (1) year of specialized experience that is equivalent to at least the GS-14 grade level in the Federal service, which includes leading and overseeing the work activities, products, and resources of a team or group of employees; developing and recommending policies, procedures, and strategic guidance related to Information Technology (IT) systems and operations; and providing technical advice and assistance regarding Information Technology (IT) systems, functions, capabilities, and software upgrades to senior and mid-level management staff and program officials.



In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
