Duties

Help

As a Program Manager (Director, Interagency Policy), you will:

  • Lead the creation, execution, and management of Naval Reactors nuclear policy matters pertaining to naval nuclear propulsion, in coordinator with the Executive Branch.
  • Serve as a subject matter expert on a full range of complex interagency policy issues related to nuclear propulsion including the development, management, coordination, and execution of interagency nuclear policy matters and processes.
  • Provide authoritative advice, analytical support, and recommendations affecting major programs and significant issues on U.S. Interagency Policy.
  • Serve as the Program's representative to the National Security Council and lead for military and civilian nuclear policy matters in coordination with the Department of Energy/National Nuclear Security Administration, Department of Navy, Department of Defense, Nuclear Regulatory Commission, Department of State and Department of Commerce.
  • Serve as program lead for responsible for all technical information regarding Interagency Policy, including: export controls, nuclear nonproliferation, uranium enrichment, and military/civilian nuclear power projects.
  • Serve as a lead technical advisor to the Deputy Director of Naval Reactors.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as:

  • Managing an organization's policy program or projects and the ability to create, execute, and manage policy pertaining to technical programs with responsibility for planning, developing, and communicating the organization's technical programs, policies, and activities across multiple organizations and to internal and external populations.

Time-In-Grade/Pay Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/pay band any time in the past 52 weeks must also meet time-in-grade/pay band requirements by the closing date of this announcement. For an NQ-04 position you must have served 52 weeks at a GS-14 level or equivalent. The grade/pay band may have been in any occupation and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade/pay band, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates the one-year time-in-grade/pay band requirement has been met. We will not make assumptions that this requirement has been met.
