Duties

Help

As a Records and Information Management Specialist, you will:

1. Provide records management advice and support to the OIG's Program Records Official (PRO) and other OIG employees, regardless of geographic location, concerning the full spectrum of records management issues.

2. Draft, coordinate, maintain, and track OIG-specific policies, directives, procedures, and guidance that address records (especially electronic and email records), regulatory requirements, and OIG needs.

3. Conduct informal and formal analyses of the quality of the OIG's records management lifecycle in accordance with federal laws, regulations and Department requirements and evaluate project/program progress and performance.

4. Advise OIG employees on records management issues that may impact OIG audits, inspections, investigations, and data analytics matters.

5. Provide legal support to members of the OIG Office of Counsel on a variety of technical issues and problems, as assigned, concerning government contracts, personnel law issues, whistleblowers, FOIA and Privacy Act, records management, suspension and debarment, ethics, and other areas related to legal support for investigations, inspections, audits, and data analytics.

6. Support the Office of Counsel's litigation efforts as assigned, for example, compiling and coordinating document production, discovery, and litigation holds.

  • This position requires a Critical Sensitive Q (Top Secret) Clearance. The incumbent must obtain and maintain a Q Security Clearance.
  • This position is a drug testing designated position and is subject to pre-employment and random drug testing.

  • Must be a U.S. Citizen or National.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade or equivalent pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as:

1. Working on the day-to-day operations of a records management program and carrying out short-term and long-range planning for a records management program in accordance with National Archives and Records Administration (NARA) and other federal guidelines.

2. Identifying procedures to improve the effectiveness and efficiency in the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, and final disposition) of an organization's records.

3. Serving as a resource for questions regarding records management.
