Summary

This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Supervisory Management and Program Analyst, you will serve as supervisor of the Operations staff and principal advisor to the AMMTO Director/Deputy Director and senior management on Federal and Departmental goals, policies, programs, projects, and efforts on all aspects of planning/programming, budget, finance, and administration.

As a Supervisory Management and Program Analyst, you will:

  • Serve as principal advisor to the assigned Program Office Director/Deputy Director on all aspects of planning/programming, budget/finance, and administration.
  • Plan work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work.
  • Provide executive leadership and oversight of the financial management activities including strategic planning, programing, priority and affordability analysis, budget formulation and execution, financial reporting, communication (internal and external), contracting, procurement, management, and internal controls.
  • Provide leadership, oversight, and policy direction to support key human capital management interests including personnel performance management to enhance staff morale and promote a positive and collaborative work environment, staff development and recognition, and determines appropriateness of outsourcing non-inherently governmental functions.
  • Manage and administer the Annual Operating Plan (AOP) process. Works with Program staff to develop efficient and effective laboratory management and coordination.
  • Oversee information management activities, including responses to IG/GAO reports, Executive and Congressional correspondence, and program status briefings.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:

  1. Experience providing oversight of information management, budget/finance, and administrative services to an assigned program office.
  2. Experience managing both long and short term program and resource planning to resolve critical problems that arise and develop new approaches to ensure program objectives are met. AND
  3. Experience providing guidance and advice to management and staff engaged in a wide variety of projects or programs.
No education may be substituted for specialized experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
