Summary

This position is part of the National Energy Technology Laboratory (NETL). As a Contract Specialist, you will provide support to NETL, Acquisition Procurement Team with primary responsibility for the solicitation, negotiation, placement and administration of contracts, delivery orders, purchase orders for performance of research and development, and for the furnishing of products, services, and construction, necessary to accomplish the NETL mission, and support other agencies as appropriate.

As a Contract Specialist, you will:

  • Process requisitions and determine the appropriate method of procurement.
  • Utilize the Department of Energy contract writing system to process requisitions and contract actions.
  • Work with a senior specialist to ensure compliance with the specifications on advertised procurements and recommend awards in accordance with the evaluation factors established in the solicitation and lowest priced technically acceptable proposal.
  • Perform duties required for pre-award and post-award.
  • Prepare recommendations for award, documenting reasons for decisions including justifying basis for not recommending award to the lowest quote, bid, or offer.

Qualifications

Basic Requirements:
Applicants must meet the basic requirement for this position.

To meet the basic requirement for Contract Specialist GS-05 through GS-12 positions, applicants must have:


A 4-year course of study leading to a bachelor's degree with a major in any field.

OR,

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


Specialized Experience Requirements:

In Addition to the Basic Requirement applicants must also meet the specialized experience and/or education requirement for the GS-09 grade. You may qualify based on your experience and/or education described below for the GS-09 Contract Specialist position:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 7) in the Federal service. Specialized experience for this position is defined as:
  1. Assisting in developing appropriate solicitation packages that meet all legal, regulatory, and policy requirements in response to the needs of the agency.
  2. Performing basic analyses for the modifications of firm fixed- price or similar contracts, when historical pricing data and precedents are applicable.
  3. Monitoring contract performance for compliance with applicable laws, delivery schedules, inspection requirements and other terms and conditions.
OR,

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or JD. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR,

Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9 (only graduate education in excess of 1 year, 18 semester hours, can be used towards crediting a combination of education and experience).


Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
