This position is part of the Solar Energy Technologies Office (SETO) in the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Management and Program Analyst serving as the Operations Manager, you will be supporting the Operations Supervisor and working with the Office Director, Deputy Director, Program Managers and other key program staff.

Duties

As a Management and Program Analyst, you will:

For the GS-12:

  • Serve as an analyst and/or advisor to management on analyzing and evaluating the effectiveness of a government program and its operations within a DOE Program Office, or a key segment of a broad, more complex program or organizational component within a Program Office.
  • Evaluate and advises on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation
  • Analyze management information requirements to develop or operate program or administrative reporting systems.
  • Maintain and integrates assigned programming data/information. Interprets, reviews and analyzes policies, regulations, procedures, and system(s) requirements issued by higher authority to determine their impact on local operations.

For the GS-13:
  • Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components.
  • Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
  • Foresee the pros and cons of alternative solutions and explains these to other program and management analysts.
  • Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
  • Provides advice and guidance for improvements and anticipates areas of concern.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

For the GS-12: Specialized experience for this position is defined as one year of specialized experience at the GS-11:

  • Providing advice on a wide variety of strategic objectives and operational issues essential to organizational effectiveness;
  • Providing support in the development of contract requirements packages for support service contracts within the organization and serve as the task monitor for contracts;
  • Providing support in the development, review, and approval of HR action including: hiring actions, WGIs, QSI's, ePerformance, training, leave, time and attendance;
  • Developing and reviewing office project management guidance and ensure team has resource to complete required tasks; support office maintenance, facilities request and office space planning.
For the GS-13: Specialized experience for this position is defined as one year of specialized experience at the GS-12:
  • Providing guidance and analysis for evaluating performance measures and reporting requirements and developing long range projections for a substantive program with complex missions or functions within a Program Office.
  • Analyzing, providing advice, and developing appropriate recommendations on issues or problems which have significant degree of complexity due to breadth of the assignment's boundaries and/or the evolving nature of those boundaries.
