As a Criminal Investigator for the Office of Investigations, you will be responsible for the following:

  • Plan, organize, coordinate, and conduct investigations of criminal wrongdoing involving the fraud and abuse of public programs and funds, which may involve examinations of financial, contractual, and organizational records and transactions.
  • Apply knowledge of Federal criminal statutes, rules of evidence, court procedures, and investigative techniques.
  • Prepare and deliver clear, concise, and comprehensive oral presentations or testimony regarding investigations to agency and government officials, prosecuting attorneys, and before grand juries, courts, or administrative proceedings.
  • Analyze and prepare clear, concise, and comprehensive written reports regarding highly complex and sensitive investigative matters affecting agency program areas.
  • Develop and maintains liaison and communication with investigative partners and other stakeholders.

Qualifications

Specialized Experience: To qualify for the GS-14 grade level, you must have 1 one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as:

  1. Overseeing, refining and executing OI's strategy to address fraud risks related to the $63 billion allocated to the Department of Energy under the Infrastructure Investment and Jobs Act (IIJA).
  2. Coordinating and conducting outreach efforts and participating in joint efforts to brief on IIJA-related fraud risks and determine the sources of IIJA-related fraud.
  3. Providing guidance and conducting training on the most efficient and effective investigative techniques, including the use of data analytics, to use to find IIJA-related fraud.

Education

There is no education requirement.

Additional information

The minimum age for initial appointment to a law enforcement position is 21, and the maximum age is 37. (The date immediately preceding an applicant's 37th birthday is the final date for selection). This requirement does not apply to preference eligible veterans, or if you served in another Federal civilian (not military) law enforcement position covered by special civil service retirement provisions. A successful completion of a pre-employment physical is and must meet medical requirement and physical standards approved for DOE criminal investigators; must maintain a driver's license in the State of residence; must obtain a security clearance and is subject to drug testing, must test negative prior to being appointed, and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service; must successfully complete the 10-week Federal Law Enforcement Training Center's Basic Criminal Investigator Training Program in Glynco, GA. Applicants who have previously completed the training program are exempt. This position is covered under the provisions of the Lautenberg Amendment "Suitability to Possess Firearms and Ammunition." The selectee must successfully and safely qualify with a firearm; failure to do so may result in removal from the position. Criminal Investigators are subject to frequent travel and may be reassigned to a different duty location throughout the U.S. dependent upon program needs; a signed mobility agreement is required. Law Enforcement Availability Pay (LEAP): LEAP is approved to compensate employees for unscheduled duty in excess of the 40-hour workweek. Criminal Investigators must be prepared to work overtime based on the needs of the agency.
