Help

As an IT Specialist, you will:

  • Serve as Branch Chief, Information Technology (IT), Mission Support Division (MSD), in the Naval Reactors Laboratory Field Office.
  • Advise the Division Director on all IT and records management activities.
  • Responsibilities include but are not limited to directing, developing, and documenting oversight activities to analyze the efficiency of the Prime contractors' IT operations, cyber security, privacy, and records management.
  • Act as the lead IT Point of Contact to DOE (Department of Energy) for instances of the DOE Energy IT Services (EITS) unclassified network at NRLFO locations.
  • Develop and execute policies and programs specific to operation of the DOE EITS unclassified network in classified spaces.
  • Ensure Navy/Marine Corps Intranet (NMCI) services are available at the Prime contractor locations by maintaining Information System Security Manager responsibilities including but not limited to ensuring NMCI certification and accreditation and account management.
  • Supervise a small staff engaged in the work described above.
The work schedule will be Situational telework. Under this option, employees telework occasionally (i.e., it is not part of an ongoing and regular telework schedule) and agencies' policies may require managerial approval each time they telework.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level or equivalent in the Federal service. Specialized experience for this position is defined as:

  • Professional knowledge and experience which demonstrates the ability to analyze and evaluate the IT operational and cyber security requirements to assess the effectiveness of systems, devices, procedures, and methods to ensure availability, functionality, and compliance with policies.

IT Competencies: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Time-In-Grade/Pay Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. For an NQ-03 position you must have served 52 weeks as a GS-12 level or equivalent. The grade/pay band may have been in any occupation, and must have been held in the Federal service.
