The Department of Energy (DOE), Office of Inspector General (OIG) is currently looking for a Human Resources Specialist (Recruitment & Placement/Classification) in one of our fourteen DOE-OIG locations. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.

Duties

Help

As a Human Resources Specialist (Recruitment & Placement/Classification) within the OIG, you will be responsible for the following:

  • Serve as a Subject-Matter-Expert (SME) in the following HR areas: Staffing, Classification, Recruitment & Placement, and utilization of HR Information Systems.
  • Provide advisory services to hiring managers on position classification determinations and issues.
  • Serve as a Human Resources Specialist (Recruitment & Placement/Classification) with technical responsibility for independently carrying out complex studies and projects involving personnel management program development and program evaluation for providing personnel management operations services.
  • Provide interpretation and guidance on Human Resources policies, eligibility and qualification standards, Standard Operating Procedures (SOPs), and workforce development/analysis.
  • Advise management and leadership on HR sources, special programs, special hiring authorities, and how to increase Diversity, Equity, Inclusion, and Accessibility (DEIA) on recruitments and in the workforce.
  • Develop and conduct formal/informal recruitment, placement, and classification related briefings and trainings for hiring managers and selecting officials.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade or equivalent pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12) or equivalent. Specialized experience is defined as applying advanced HR principles, concepts, practices, analytical methods and techniques, and experience in the application/interpretation of HR laws and regulations in recruitment & placement, classification, and position management. Specialized experience must reflect all of the following: 1) Provide advisory services in the areas of recruitment & placement, classification, and position management; 2) Development and implementation of strategic plans for the enhancement, improvement, maintenance and future development of HR staffing programs and workforce development; 3) Expertise with staffing, special hiring authorities, qualification determinations to include Delegated Examining, pay setting/compensation, and processing of personnel actions; and 4) Resolution of complex staffing and classification issues by coordinating efforts between internal staff, customers, and external agencies.
