Summary

This position is part of the Office of the Chief Information Officer, Department of Energy. As a Supervisory IT Specialist, you will serve as the Director of the Enterprise Data Collection, Analytics & Reporting Office (IM-24). You will liaise with interagency partners on mandated reporting and initiatives to support mission outcomes to orchestrate cyber policy, and governance across the DOE.

Duties

Help

As a Supervisory IT Specialist, you will:

  • Implement policies, processes, and strategies that unify and integrate enterprise data collection and analytic activities.
  • Serve as the data analytics advisor to the Chief Information Officer (CIO) for the
    planning, organization, and execution of the Department's mandated and non-mandated efforts.
  • Provide authoritative advice and guidance to senior Departmental officials on data collection and analytic solutions to meet DOE wide requirements, including planning, governance, and the management of information systems. Advises and consults on sound data practices.
  • Direct and manage the enterprise resource planning functions for the office.
  • Collect, validate, analyze, and report information and data required for the oversight and management of the DOE Cyber/IT Portfolio and identify opportunities for optimization, consolidation, or resource sharing.

  • New supervisors/managers are required to serve a one-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.

Qualifications

BASIC REQUIREMENTS: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience or education must be IT-related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above, applicants must meet the following SPECIALIZED EXPERIENCE REQUIREMENTS:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as:

  • Collecting, validating, analyzing, and reporting information and data required for the oversight and management of the Cyber/IT Portfolio.
  • Planning work to be accomplished by subordinates, sets, and adjusts short-term priorities, and preparing schedules for completion of work; evaluating work performance of subordinates; and giving advice, counsel, or instruction to employees on both work and administrative matters.
  • Developing, coordinating, and executing implementation plans for Enterprise data collection, analytics, and reporting in close interagency coordination.
  • Providing authoritative advice and guidance to senior officials on data collection and analytic solutions to meet DOE wide requirements, including planning, governance, and the management of information systems.
