Duties

Help

This position is located within Contracts and Energy Services in the Office of Power Marketing at the Desert Southwest Region (DSW), Western Area Power Administration (WAPA).
At the full performance level, the purpose of the position is to serve as a principal expert/project manager for developing and negotiating unique/complex multi-functional contracts for which there may be no contractual precedents or existing policy; develop and implement new policies and procedures ; routinely represent Western in presenting and defending power marketing proposals/initiatives with the outcome of reaching consensus with senior staff from Federal/State/Tribal Government, and other utilities; provide technical advice and guidance to Regional/CRSP managers, supervisors, and staff on emerging power marketing policy issues, and recommending strategies for dealing with emerging issues. Provide field assistance to inform customers about Western's marketing and Energy Services (ES) programs.

FEDERAL REQUIRMENT:
Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

To qualify at the GS-9 applicants must have either master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related or possess one year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as:

  • Experience in maintaining records, filing, conduct research, prepare documents, and gather data for preparing status reports for legal documents.
  • Experience editing, proof reading, and reviewing contractual agreements.
  • Experience in drafting, reading and writing informational/explanatory, or narrative documents.
  • Detail Oriented, legal Knowledge, familiar with regulation and policies.
To qualify at the GS-11 level applicants must have either Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or possess one year of specialized experience equivalent to the GS-09 level. Specialized experience will need to include at least 3 of the following:
  • Experience in the development, negotiation, and administration of contracts or agreements that involve the ability to write binding technical documents between parties.
  • Experience multi-tasking on several types of contractual projects that involve researching, analyzing, and writing technical documents, and demonstrates positive written and verbal customers service experience.
  • Experience researching a variety of legal subjects, procedures. and methods related to the utility industry.
  • Experience preparing non-legal memorandums, research reports, and correspondence.
To qualify at the GS-12 level applicants must possess one year of specialized experience equivalent to the GS-11 level. Specialized experience will need to include:
  • Experience in the development and negotiation of associated contracts or agreements in the electric power industry preferred or other utility organization.
  • Experience multi-tasking on several types of contractual projects with various deadlines, familiar with writing technical documents, researching, and demonstrates positive written and verbal customers service experience.
