Duties

Help

As a Supervisory Human Resources Specialist within the OIG, you will be responsible for:

  • The management and supervision of a staff of Human Resources (HR) professionals, providing direction and oversight of the day-to-day HR operations for all Headquarters components in the Washington, DC metropolitan area and nationwide field offices.
  • Leading the development of HR management policies, regulations, procedures, and programs to anticipate and meet the needs of the Agency and to comply with governing statutes and regulations. Reviewing proposed policies for consistency and compliance with Department or other regulatory authorities before obtaining approval. Providing recommendations and justifications to the HR Director for the inception of new initiatives.
  • Overseeing the formulation and development of OIG HR strategies, plans, policies, programs, and services to implement the OIG's Human Capital strategies and plans and achieve its Human Capital goals. Leading and directing the implementation of these strategies, policies and programs by the HR Division and its provision of worldwide personnel services, including determining program emphasis, planning for long range staffing and program requirements, and implementing actions in support of agency's goals and objectives.
  • Representing the OIG in contacts with key officials of the Department and other departments and agencies, especially OPM and participates in interagency deliberations on government-wide human resources problems and policies.
  • Representing the OIG on human resources management matters presenting the OIG's views with the Department of Energy officials, the Office of Personnel Management, the IG community, other Federal agencies, the academic community, applicants, and outside vendors.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: To qualify for the GS-14 grade level you must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include experience in Human Resources functions including all aspects of recruitment, staffing, classification, and organizational design.

1) Experience leading a team of HR Specialists in delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave (e.g., merit promotion, delegated examining authority, direct hire authority and other hiring authorities, and position classification).

2) Experience providing technical oversight/guidance/advisory services in the areas of recruitment, staffing, position classification, and organizational design to all levels within the Agency.

3) Experience researching, analyzing, and evaluating Human Resource laws, regulations, directives, and policy statements originating and other sources as well as addressing Human Capital management challenges and recommending improvement and/or revisions for the Talent Management Acquisition operations and systems.

4) Experience developing strategic plans, making recommendations and senior level communications for Human Resource programs and activities as well as setting and adjusting short/long-term priorities.

Education

There is no substitution of education for experience at the GS-14 level.
