Duties

Help

As an Information Technology Auditor (Recent Graduate) for the Office of Technology, Financial, and Analytics (OTFA), you will be responsible for the following:

  • Planning audits of identified high-risk programmatic areas and activities to promote the economy and efficiency of the Department's information technology programs and systems.
  • Conducting and completing audits of identified high-risk programmatic areas and activities in accordance with the Audit Manual and Government Auditing Standards.
  • Providing timely information to the Department of Energy for prompt action to be taken on recommendations to improve operations and program performance through briefings or reports that are supported with complete and accurate workpapers in accordance with established guidelines.
  • Exhibiting behaviors that contribute to a positive working environment, create a high performing organization, and emulate OIG values.
This position serves as a trainee performing audit planning and execution activities, as assigned, and under the oversight of a higher-grade auditor.

Qualifications

In addition to the basic eligibility requirements, listed in the Education section of this announcement, applicants must have the following specialized experience and/or directly related education or a combination:

SPECIALIZED EXPERIENCE REQUIREMENTS:
At the GS-07 level the applicant must have 1 full year of graduate level education or superior academic achievement; OR 1 year of specialized experience equivalent to a GS-5.

At the GS-09 level the applicant must have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree; OR 1 year of specialized experience equivalent to at least GS-7.

Specialized experience for this position is defined as:

  1. Planning and conducting audits of Department systems or programs,.
  2. Communicating, both orally and in writing.
  3. Presenting results of audit activities.
  4. Collaborating with a team to ensure that assigned work is completed accurately and in a timely manner.

Education

All applicants must meet one of the following basic eligibility requirements in order to qualify for this position:

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
