As a Contract Specialist, you will be responsible for pre- and post-award functions on simplified and complex, multidisciplinary supply, service, and construction contracts and agreements in support of Western Area Power Administration's mission responsibilities. The position performs assignments in support of operating unit-wide and/or agency-wide procurement programs or the audit/review of those programs or their components.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

Basic Requirements:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
  1. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Candidates MUST be Contracting Level II certified within 24 months from the date of hire OR the date the candidate will meet the FAC-C experience standard for Level II, whichever occurs later. For more information see: https://www.fai.gov/certification/contracting-fac-c

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Experience performing the full range of contracting activities to include market research, acquisition planning, solicitation, evaluation, negotiation, award, administration, and close-out of contracts. This experience may have been gained through such activities as developing solicitation documentation, formal advertising, and contract administration, utilizing sealed bid or negotiation techniques, on competitive, sole source, or cost-type contracts. Experience in Federal and agency contract laws, regulations, statutes, policies, etc. Level II certification required (within grace period).
