Summary

This position is located in the Real-Time Trading and Scheduling (PTFR), Trading Floor (PTF) group of the Bulk Marketing (PT) organization within the Power Services (PS) business line of the Bonneville Power Administration (BPA).

The purpose of this position is to provide support and execute PTFR marketing and scheduling activities to ensure financial and operational objectives and reliability requirements are adhered to at all times during the 12-hour rotating shifts.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

As a Customer Account Executive (Real-Time Trader and Scheduler), you will:

  • Use information to stay abreast of energy markets and Federal Columbia River Power System (FCRPS) operational flexibility and obligations.
  • Proactively monitor markets and actively participate in discussions that optimize trading opportunities.
  • Perform the resale of surplus BPA PT transmission and manage curtailments and resupplies.
  • Monitor Transfer Customer Loads and available transmission to execute optimal marketing and scheduling strategies.
  • Perform the daily scheduling of power.
  • Coordinate scheduling activities as appropriate with customers and scheduling agents.
  • Implement and support Demand Response products and contracts.
  • Proactively reviews and improves PTFR business practices and standard operating procedures (SOPs).

  • Must possess good computer aptitude and the ability to effectively develop and use computer spreadsheets. Stays abreast of Microsoft Office products to support Scheduling, including e-mails and calendar and preparing reports in Excel, Word and PowerPoint.
  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Power Merchant Function.
  • Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA's mandatory SOC training.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-07: You must have one year of specialized experience equivalent to the next lower grade (GS-05). Specialized experience for this position is defined as: Experience applying analytical methods to: business practices, product markets, evaluating alternatives and market research, in the electric utility or closely related industry.

You may substitute education for specialized experience as follows:

GS-9: You must have one year of specialized experience equivalent to the next lower grade (GS-07). Specialized experience for this position is defined as: 1) Experience applying analytical methods to: business practices, product markets, evaluating alternatives, and market research, in the electric utility or closely related industry, and 2) establishing business practices to: execute provisions of sales or purchase contracts, price products for contracts for purchase, sale or delivery of electric power, gas, or other energy products or services to commercial, industrial, or institutional customers.

You may substitute education for specialized experience as follows:

  • Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
