Qualifications

The position of Supervisory Health Communications Specialist falls under the 1001 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 08/19/2021.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

GS-14: Applicants must have 52 weeks at the GS-13 grade level or higher.

SPECIALIZED EXPERIENCE: Applicants must have (1) one year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes: leading or directing a workforce engaged in communications activities using web based and digital media strategies; observe workers' performance, providing informal feedback and/or evaluating employee work and performance; develop communications for web and digital mediums about key initiatives and programs that advance organizational mission to protect the public health; work with digital/web software, services, and platforms supporting web and digital content, from concept development to delivery (e.g. Adobe Creative Suite, Content Management Systems such as Drupal and SharePoint); design fundamentals and techniques for communicating visual information, ideas and content; oversee internal teams to build and execute digital marketing strategy; plan, create, and distribute social media for all platforms (e.g. Facebook, Twitter, YouTube, and LinkedIn) in order to drive awareness, and lead engagement and conversation.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
