Summary

This position reports to the Office of the Secretary and serves as an Associate Ombuds for all DOE employees, world-wide. When faced with workplace challenges, the Ombuds provides confidential, independent, and neutral support to individuals and groups seeking a path forward. Support is provided by helping to identify root cause(s) of workplace challenges; brainstorming options and assessing pros and cons; and helping to develop and implement plans of action.

Duties

Help

As an Associate Ombudsman, GS-15 grade level, you will:

  • Serve as a confidential, independent, neutral, and informal resource for employees, supervisors, managers, senior executives and other Departmental officials (career and political) to help address and resolve workplace challenges.
  • Leverage a variety of dispute resolution tools and techniques to help prevent and resolve a wide range of issues including highly complex, sensitive, and often high-level workplace challenges.
  • Lead group facilitations that result in open lines of communication, increased understanding of key issues and enhanced collaboration.
  • Track, monitor, and identify trends and systemic issues; develop approaches to understanding causes; and make recommendations for improvements to senior leaders.
  • Develop and deliver a suite of presentations, workshops, tools, and resources aimed at promoting and enhancing collaboration and employee engagement.
  • Support marketing, outreach, and education efforts that foster awareness of Ombuds services for all of DOE including all field sites.
  • Manage projects, initiatives, and tasks that address strategic priorities.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS:14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:

  • Experience leveraging dispute resolution tools and techniques such as mediation, facilitation, conflict coaching and providing options of resolution to involved parties.
  • Experience delivering training in the areas of dispute resolution (e.g., collaboration, communication, etc.).
  • Experience collaborating with staff, supervisors/managers, and other supporting resource programs to resolve complex and sensitive workplace conflicts.

  • Experience identifying and providing options to address systemic issues affecting organizations.
