Duties

Help
  • This position is located in the Food and Drug Administration (FDA), Center for Veterinary Medicine (CVM), Office of Management (OM), Program and Resource Management Staff (PRMS).
  • The incumbent will serve as the Staff Director for PRMS.
  • The incumbent will oversee the execution of the entirety of the Center's budget to include payroll and operating for Budget Authority and user fee funds.
  • User fee funds include: Animal Drug User Fee Act (ADUFA) funds; Animal Generic Drug User Fee Act (AGDUFA) funds; and Export Reform and Enhancement Act (EREA) user fee funds.
  • The incumbent will provide direction and supervision to the administration and coordination of CVM's contracts, grants, interagency agreements (IAGs), and small purchase programs.
  • The incumbent will also serve as a first-line supervisor, assigning, directing, coordinating, developing and overseeing the work of PRMS.
  • Additionally, the incumbent will perform other duties as assigned commensurate and within scope of the position.

Qualifications

The position of Program Analysis Officer falls under the 0343 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/02/2020.

Minimum Qualification Requirements for GS-15:
Possess one year of experience, equivalent to at least the GS-14 level in the Federal service, experience includes providing leadership and strategic direction in managing and overseeing the work others responsible for carrying out the organization's budget execution and acquisition (i.e., contracts, grants, interagency agreement, and small purchase program activities); applying knowledge of accounting, payroll, procurement, and user fees to carry out budget execution and acquisition activities and responsibilities; developing and providing comprehensive functional and financial guidance to senior management and managing the execution of a complex budget (i.e., one with Budget Authority and user fees) which supports administrative, regulatory, and scientific programs. This experience must be reflected in your resume. Volunteer experience can be used as qualifying experience

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
