Duties

Help

As a Personnel Security Specialist (Suitability), you will:

  • Serve as a Personnel Security Specialist (Suitability) with Naval Reactors with specialization in suitability adjudication which includes granting, extending, transferring, upgrading, downgrading or terminating clearances.
  • Perform adjudication activities within the Homeland Security Presidential Directive 12 (HSPD-12) program.
  • Execute programmatic and operational activities associated with, but not limited to, the automation of processes; communicating and coordinating with cognizant sites; conducting surveys in all personnel security program topical elements and providing guidance and expert knowledge regarding suitability cases and actions to other Personnel Security Specialists and Analysts.
  • Direct and develop plans for project teams; analyzes and evaluates line program operations.
  • Implement new or modified program/management policies, regulations, goals and objectives.
  • Serve as senior staff analyst and advisor in direct support of Department objectives.
  • Develop management tools for self-assessments related to personnel security.

SPECIALIZED EXPERIENCE REQUIREMENTS:
One year of experience in the next lower pay band NQ-02/GS-12 equivalent, which demonstrates an advanced knowledge regarding personnel security principles related to suitability, procedures and techniques, conduct of surveys and self-assessments.

Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a NQ-02 or GS-12 or equivalent. The grade /pay band may have been in any occupation and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
