This position serves as a Paralegal Specialist in the U.S. Department of Justice (DOJ) Office for Access to Justice (ATJ). The duties and responsibilities of a Paralegal Specialist generally include, but are not limited to, the following:

  • Researches and analyzes emerging legal, administrative, policy and/or programmatic areas that affect access to justice work lanes.
  • Determines pertinent issues and collects relevant information from a wide variety of sources.
  • Reviews information and applies standard analytical techniques.
  • Conducts legal research of varying degrees of complexity.
  • Reviews and cite checks reports and other public-facing policy and legal materials.
  • Gathers information associated with statutes, regulations, legislation, judicial decisions, and administrative actions of federal, state, local, tribal, and international governments.
  • Assists in coordinating the processes and structures by which the Office for Access to Justice provides technical assistance on legislation, regulations, guidance documents, policy memoranda, and other materials.
  • Searches for and summarizes relevant articles in trade magazines, law reviews, published studies, regulations, statutes, financial reports, and other similar materials for use of attorneys and policy staff in the preparation of opinions, briefs, and other legal documents.
  • Attends interagency and external stakeholder meetings as needed to build and maintain appropriate records of those meetings.

Qualifications

To qualify for the position of Paralegal Specialist at (GS-0950-11), you must possess the required specialized experience specific to the series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-9), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Supporting a legal program and team(s) of attorneys; Composing and editing legal documents, reports, or correspondence; Summarizing legal analyses, court decisions, statutes, regulations, and guidelines; and/or Researching, analyzing, and presenting findings or conclusions using appropriate language, legal reasoning, and organization of facts or ideas.

OR

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time-in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
