Duties

Help

As a Realty Specialist, you will:

  • Provide a variety of real estate services.
  • Prepare land cost preliminary estimates used for planning purposes.
  • Personally negotiate with landowners to acquire all rights needed by BPA programs.
  • Plan, develop, implement, interpret policy for, and administer property management and disposal for a wide range of routine and complex real property cases.
  • Provide a full range of real estate support to the Region serviced by BPA.
  • Provide extensive courthouse real estate research including ownership, land rights, property descriptions, zoning, and land use planning.
  • When assigned, serve as the primary Real Property Services support for BPA's Tribal Affairs.
  • When assigned, serve as the primary Real Property Services support for BPA's Wireless Program.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as: Experience in real estate principles, concepts, and practices to 1) assist with negotiations for facilities and land rights (e.g., construction, easements, leases, permits, fees, etc.) and 2) perform real property rights management and disposal functions for the organization (i.e., property use, lease, and disposal).

GS-11: You may substitute education for specialized experience as follows:
Three years of progressively higher level education leading to a Ph. D., or equivalent doctoral degree -OR- combination of education and experience as described above; if it provided the knowledge, skills, and abilities necessary to do the work.

GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as: applying knowledge of a wide range of real estate principles, concepts, and practices to 1) manage negotiations for facilities and land rights (e.g., construction, easements, leases, permits, fees, etc.) and 2) perform real property rights management and disposal functions for the organization (i.e., property use, lease, and disposal).

GS-12: There is no substitution of education for specialized experience at the GS-12 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
