Duties at the full performance level: The incumbent supports two functional areas, Maintenance and Construction, and provides support to both functions as needed. The incumbent serves as a subject matter expert and adviser in the areas of developing, administering, and executing programs in support of the acquisition and management of land and land rights, with the Region's construction and its Replacements, Rehabilitation, and Addition (RRAD) programs to ensure the safe and reliable operation of the electrical transmission system.

Specialized experience for this position is defined as: At the GS-11 level: Experience working with the Microsoft Office product suite and experience utilizing techniques used in the acquisition and settlement of lands issues as they support electrical utility industry. At the GS-12 level: Experience working with the Microsoft Office product suite and experience utilizing techniques used in the negotiation, acquisition and settlement of lands issues, including right of way issues, as they support electrical utility maintenance activities.
At the GS-11 level Education can be substituted for specialized experience. PhD or equivalent doctoral degree.At the GS-12 level education cannot be substituted for experience.
