Duties

Help

The duties and responsibilities for a 0343 Program Analyst (Evaluation) generally include, but are not limited to, the following:

  • Developing, executing, managing and sustaining the Department of Justice's Evaluation Program as defined under the Foundations for Evidence-Based Policymaking Act of 2018 (the "Evidence Act").
  • Developing the Department's Capacity Assessment as required by the Evidence Act.
  • Establishing protocol for conducting evaluations in accordance with the Department's Evaluation Policy in a transparent, independent, and ethical manner.
  • Consulting with the Director of Strategic Planning and Performance Staff (SPPS), and senior Department staff, and effectively assessing standards and practices for government-wide implementation of evaluations.
  • Assisting and advising department managers in how best to collect, compile, and utilize pertinent data, and to identify areas of strength and weakness relating to the Department's programs or operations.


The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Qualifications

To qualify for the position of Program Analyst (Evaluation) at (GS-0343-15), you must possess the required specialized experience specific to this series and grade you're applying to.
If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-14 grade level or higher in the Federal service which includes but is not limited to: 1) Possessing expert knowledge of a wide range of qualitative and/or quantitative evaluation methods for the assessment and improvement of evaluations' program effectiveness or the improvement of complex management processes and systems and 2) Providing expert professional knowledge of evaluation programs, preparing complex reports, conducting evaluation program planning, budgeting, and implementation and possessing complex understanding of business and leadership principles and skills necessary to critically analyze problems of an evaluation program and its related activities.


Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
