Duties

Help
  • Draft responses to Congressional correspondence and inquiries; provide timely and effective outreach to Congressional Members and staff on issues of national importance.
  • Attend hearings on FDA-related matters and summarizes hearing issues, questions and outcomes; prepare post-hearing materials as needed. Prepare testimony for FDA officials for hearings before Congressional committees relative to FDA programs.
  • Edit transcripts of testimony presented by FDA participants in hearings and submissions for the record; provide hearing logistic support.
  • Obtain information from agency officials and coordinate changes in the preparation of background materials on programs and policies for presentation and/or briefings.
  • Develop special agency materials including staff papers, summaries, charts and reports requested by Members of Congress, their Committees and staff.
  • Consult with senior specialists in the preparation of summaries and determining the status of applications and other case materials and actions that affect public health.

Qualifications

In order to qualify for Congressional Affairs Specialist, 0301, at GS - 9/11, you must meet the following:

For the GS-09 level: Have one year of specialized experience, equivalent to the GS-07 in the Federal service. Specialized experience for this position is defined as: experience researching legislative and Congressional information; drafting summary reports and other briefing materials; and responding to Congressional inquiries and correspondence.
OR
Have a master's or equivalent graduate degree; or two (2) years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR
Have a combination of graduate education and specialized experience.

For the GS-11 level: Have one year of specialized experience, equivalent to the GS-09 in the Federal service. Specialized experience for this position is defined as: analyzing, evaluating, and interpreting legislative regulations and policies oriented to consumer protection and safety; drafting summary reports, testimony, and other briefing materials; and experience conducting research of legislative and Congressional information.
OR
Have a Ph.D. or equivalent doctoral degree, if related; or three (3) full years of related progressively higher level graduate education leading to such a degree; or LL.M, if related.
OR
Have a combination of education and specialized experience.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • If you are serving, or have served in the last 5 years (from 07/24/2018) as an Executive Branch political, Schedule C, or Non-career SES appointee, HHS/FDA may be required to obtain approval by the Office of Personnel Management (OPM) prior to beginning employment.
