Duties

As a GS- 0201-15, your typical work assignments may include the following:

  • Supervises HR Specialists and support staff. Assigns and reviews work, sets priorities, evaluates performance, and addresses staffing, conduct, and training needs. Provides coaching and development to build staff capability and ensure high-quality service delivery.
  • Leads HR accountability and quality assurance activities across the Division. Develops standardized HR processes, procedures, and internal controls to ensure consistency, efficiency, and compliance.
  • Conducts internal audits and reviews of HR programs and personnel actions, identifies risks and improvement opportunities, and recommends corrective actions. Develops performance measures to evaluate HR service quality and effectiveness.
  • Directs HR staff development programs, including training, mentoring, and career development initiatives. Designs competency models and training programs across HR functional areas.
  • Identifies skill gaps and develops strategies to strengthen long-term HR workforce capability, including succession planning.
  • Leads Division-wide employee and leadership development programs for attorneys, paralegals, supervisors, and managers. Develops and delivers training programs, onboarding, and leadership development initiatives.
  • Coordinates blended learning approaches and evaluates program effectiveness to improve workforce capability.
  • Supports HR strategic planning and organizational improvement initiatives. Conducts workforce analyses, identifies capability gaps, and develops recommendations to improve effectiveness and efficiency.
  • Leads or supports special projects and provides analytical reports and dashboards to senior leadership.

Qualifications

To qualify for the GS-15 level, applicants must have one year of specialized experience in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes:

  • Leading or managing human resources programs such as workforce planning, employee development, leadership development, or HR operations;
  • Developing or improving HR policies, procedures, or processes to improve efficiency, consistency, or compliance with applicable laws and agency requirements;
  • Advising senior leaders on human resources issues involving workforce needs, program performance, or organizational effectiveness; and
  • Leading or supervising HR staff, contractors, or teams performing HR-related work.
Examples of qualifying experience may include: leading HR improvement efforts across an organization, developing training or development programs for employees or supervisors, or managing HR initiatives that improve how a large organization operates.

The U.S. Department of Justice (DOJ) Civil Division is the largest litigating component of the Department of Justice, representing the United States in a wide range of civil matters that have significant national impact. The Division defends the U.S. in constitutional and administrative litigation, handles complex affirmative enforcement actions, and represents federal agencies in high-stakes cases involving issues such as national security, immigration, fraud, and government ethics.

Within the Civil Division, the Office of Management Programs (OMP) provides essential administrative and operational support, including human resources, budget and finance, procurement, facilities, information resources, and organizational management services.

The Office of Human Resources (OHR) delivers comprehensive HR services and advisory support to Division leadership and staff. OHR manages recruitment and staffing, compensation and benefits, employee relations, performance management, leadership development, and workforce planning. The Accountability and Development Team plays a central role in strengthening HR operations, improving processes, and building workforce capability across the Division.
