Summary

This position is part of the Department of Energy's Office of the Chief Human Capital Office, Office of HR Operations and Client Services (OHROCS). As a Personnel Security Specialist, you will support the personnel security and vetting program by processing security clearance requests, suitability determinations and access requests. You will also review background investigations, derogatory or conflicting data, and maintain data accuracy in tracking programs such as DISS to ensure compliance.

As a Full Performance GS-12 Personnel Security Specialist, you will:

  • Manage Personnel Security Files (PSFs), ensuring their accuracy and accountability, and prescreen clearance and Personal Identity Verification (PIV) requests for completeness.
  • Evaluate investigative reports from various government agencies to identify derogatory or mitigating information and determine the need for further investigation in security credential and suitability adjudications.
  • Conduct and assess their results of investigation and prepare necessary legal correspondence, such as letters of interrogatory and requests for additional information.
  • Respond to inquiries from clearance holders, applicants, and other agency personnel via various communication channels.
  • Analyze security policies, procedures, techniques, and processes, making recommendations for improvements based on best practices and analytical results.
  • Identify high-priority cases and flags them for expedited action, providing written analysis and recommendations for resolving security concerns.

  • This position has been designated as Critical Sensitive and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-7 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Reviewing security files.
  2. Evaluating information for security determinations.
  3. Preparing and reviewing applications to ensure all background information is complete.

Education

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree National Security Studies/Intelligence, Political Science, Public Administration, Homeland Security, Legal Studies, Criminal Justice, Psychology, or a similarly related major.
