Summary

This position is part of the Office of Management, Department of Energy. As an Emergency Management Specialist, you will independently plan and manage the program, which includes developing and implementing Occupant Emergency Plans, leading training and exercises, and coordinating response activities. You will serve as the Continuity of Operation (COOP)/Continuity of Government (COG) for the Office of Management at the Department of Energy Headquarters.

The Office of Management (MA) delivers corporate support, leadership, and oversight at the Department of Energy for a wide range of management, procurement, and administrative functions. Key areas of responsibility include contract and financial assistance management; property; corporate policies and authorities; sustainability; and aviation. MA also ensures the smooth operation of the DOE Headquarters through essential administrative, facility, and employee services. Additionally, MA leaders fulfill the statutory duties of the Chief Acquisition Officer and serve as the Senior Procurement Executive, Senior Real Property Officer, Chief Freedom of Information Act (FOIA) Officer, and Chief Sustainability Officer for the Department.

As an Emergency Management Specialist, you will:

  • Develop, implement, and evaluate comprehensive all-hazards emergency management and continuity of operations (COOP) plans to ensure mission readiness.
  • Lead and facilitate multi-agency working groups and planning teams for exercises, incident response, and strategic program development.
  • Serve as a subject-matter expert during Emergency Operations Center (EOC) activations, providing analysis and recommendations to senior leadership.
  • Design and execute a comprehensive exercise program, consistent with the Homeland Security Exercise and Evaluation Program (HSEEP), to test plans and capabilities.
  • Conduct thorough after-action reviews and draft detailed reports to identify systemic strengths, weaknesses, and actionable corrective actions.
  • Brief senior leadership, program offices, and external partners on program status, exercise outcomes, and incident operations.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical Sensitive, High Risk and requires a security clearance at the "Q" level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is not included in a Bargaining Unit.
  • You may be required to travel up to 10% of the time.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in the vacancy announcement.

  • This position is an “On Call” position and designated as “Emergency Essential” and will be required to respond to all emergencies, which may require periods of walking, standing, bending, or carrying of light items.
  • Work schedule may include irregular hours and mandatory overtime. You will be required to live within 60 minutes from the DOE Worksites of either Germantown, MD or Washington, D.C.
  • Advanced in Hire (AIH) Incentive may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL the following:

  1. Developing, implementing, and evaluating all-hazards emergency management, crisis management, or continuity of operations (COOP) plans.
  2. Leading working groups or planning teams to prepare for and executive complex exercises or respond to real-world incidents.
  3. Analyzing complex operational challenges to produce after-action reports or improvement plans.
  4. Providing oral and written briefings to senior leadership or key stakeholders on program status or operational readiness.

Education cannot be substituted for specialized experience at the GS-14 grade level.
