This position is part of the Office of Management, Department of Energy. As a Budget Analyst, you will serve as the financial advisor and provide financial management to the MA-40 Directors in the areas of budget planning, programming, and execution. Activities involve budget formulation, development, implementation, and monitoring the execution of working capital fund (WCF) business rules and other MA-40 business lines.

The position is located in the Office of Administration (MA-40) in the Office of Management (MA) manages a budget in excess of $125 million (both appropriated and working capital funding). The office is responsible for facilities planning, design and construction, space management, energy management, operations and maintenance of the DOE headquarters facilities in the National Capital Region.

As a Budget Analyst, you will:

  • Develop recommendations regarding working capital fund (WCF) business lines goals and objectives.
  • Determine budget distribution, monitor obligation of funds, and re-allocate as required.
  • Provide management with status reports including required data collection, reporting, review, and analysis from a variety of existing automated financial records.
  • Analyze trends in spending and progress towards meeting budgetary objectives.
  • Develop senior level management briefings on program execution and provide recommendations to correct program variances or problem areas.
  • Provide financial analysis as it relates to working projections for rent costs and revenue collections through WCF.
  • Serve as a primary interface with budget, procurement, legal, and technical staff to assure business lines budget processes are aligned with financial and acquisition policies and guidance.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is not included in a Bargaining Agreement.
  • Advance in Hire/Superior Qualifications may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • Occasional travel may be required.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Recommending approval or disapproval of requests for apportionments, allotments, other funding requests for apportionments, allotments, other funding requests based on the organization's working capital fund (WCF) or shared capital fund.
  2. Monitoring or analyzing financial data in a working capital fund environment to improve or ensure the efficiency of an organization's financial or budgetary activities.
  3. Providing advice to managementon budget issues, financial viability, or the impact of legislative changes on fiscal operations.

Education cannot be substituted for specialized experience at the GS-14 grade level.
