This position is part of the Office of Environment, Health, Safety, and Security, Department of Energy. As a Budget Analyst, you will independently manage monthly budget execution and formulation activities for EHSS, encompassing the development of AFP changes and the resolution of budget issues through corrective actions consistent with DOE and EHSS policies and federal regulations.

Duties

Help

The Department of Energy's mission is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions.

The Office of Environment, Health, Safety, and Security office is responsible for policy development and technical assistance; safety analysis; and corporate safety and security programs.

As a Budget Analyst, you will:

  • Provide expert analysis and leadership through all phases of the budgetary process for a long-range, multi-million dollar DOE program or area, ensuring effective integration of program and budget planning.
  • Evaluate and approve methodologies for budget/program spending forecasts, provide technical guidance, and exercise leadership in fiscal year budget preparations and implementation, including developing programmatic policies.
  • Manage the execution of approved budgets for major DOE programs, identify and advocate corrective actions, particularly reprogramming, and develop innovative criteria to evaluate progress and cost-effectiveness.
  • Contribute significantly to long-range strategic planning, manage and present program/budget briefings to senior officials, and provide overall budgetary/financial expertise to internal and external customers.

Qualifications

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Performing budget analysis for significant programs or organizational units, involving multiple phases of the budget cycle; AND
  • Interpreting and applying financial regulations, policies, and guidelines to ensure compliance and resolve budgetary issues.
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Leading and conducting budget analyses across all phases of the budgetary process for multi-million dollar programs or organizational components; AND
  • Developing, evaluating, and implementing budget policies, procedures, and strategies that have a significant impact on an organization's financial operations and program objectives.
